The handset in question was not explicitly named as the Note 9. Instead it was the model number that was spotted which was “A3LSMN960F”. Based on previous leaks and also based on Samsung’s past releases and use of the model numbers, it has been deduced that the handset at the FCC is more likely than not the Note 9.
What’s the significance? Given that devices need to be approved and certified by the FCC if they’re planning on being sold in the US, the sighting at the FCC means that the handset’s launch could be close at hand. The fact that it was spotted this early does corroborate with the claims that it will be launched earlier than expected.
It is possible that maybe Samsung just wanted to get the handset certified early pending any unforeseen delays, so try not to get your hopes up just yet. Either way we have a couple of months to go so do check back with us then for more updates.
