That’s kind of what Google has been doing with the camera app on Android 7.0 Nougat. The app initially came with the ability to manually control the camera’s settings, like exposure. However in a later build, Google removed it. However thanks to the folks at Android Police, they have noted that the feature will coming back and we’ll probably be able to expect it in the final release.
Basically manual mode on the camera app will give users more control over how their photos turn out. Instead of completely letting the software decide how exposed a photo should be, manual control will give users the option of adjusting the exposure of the camera, meaning that if they so choose, they can opt to over or under expose an image to suit their liking.
Google has yet to officially confirm when they will release Android 7.0 Nougat. Last we heard they were planning for a summer release, and just yesterday we heard that the 5th of August could very well be that date.
