In order to make sure that this effort takes off (pardon the pun), Google will work alongside a trio of telecom carriers in order to deliver Internet connectivity for the whole country. With a population that is in the region of 255 million people, this is definitely a challenge. Despite having such a large population, only 1 in 3 Indonesians currently have access to the Internet, which means Project Loon is the perfect possible solution to bring that number up to 100% in the long run. After all, the main strength of Project Loon would be its ability to deliver online connections even in the most remote of locations, and Indonesia has plenty of those with numerous islands scattered all over the place.
Now, if only there is something that can be done about the haze, it would definitely be a good thing.
