Unfortunately if you were hoping that you can preload the upcoming Metal Gear Solid V: The Phantom Pain onto your PC ahead of the game’s release, which has been pegged for the 1st of September, you won’t be able to. This has been confirmed by Robert Allen Peeler who is the Metal Gear Community Manager.
According to Peeler who responded to the question on Twitter, “Unfortunately PC Steam will not have a preload option, however players will be able to preload on console.” He does not mention why but he did mention that he will ask the team and get back to the question later, but for now preloading is not an option.
Oddly enough the console version will allow for preloading so if you have bought the console version, it looks like you’re good to go. Peeler also adds that the game will be available for download come midnight 1st September, so if you’re so inclined you can begin downloading it then and you should be able to play it the next morning.
