Congress has approved the Commercial Advertising Loudness Mitigation (CALM) Act, and the bill is now awaiting for President Obama’s signature where it would be turned into law. The CALM Act seeks to put an end to volume variations between TV shows and commercials, where commercials would play at a much higher volume to attract viewer’s attention. Under the Act, the FCC can and must require advertisers to implement industry technology to prevent loud commercials within a period of one year. Representative Ann Eshoo says, “Consumers will no longer have to experience being blasted at. It’s a simple fix to a huge nuisance.” Legislatures will still need to figure out taxes and federal funding for CALM now that both houses have approved the measure.
